Hot Topics for the 81st Legislative Session

 

Insurance Texas currently has one of the least-regulated insurance markets in the nation. We also have the highest rate of individuals and families without heath insurance. Expect efforts both to increase and decrease the Texas Department of Insurance's regulatory ability, as well as efforts to increase access to the private health insurance market.

Long-term Care Reform Services for the elderly and individuals with disabilities can be fragmented and confusing and there are over 40,000 individuals waiting for services in the community as an alternative to institutional care. This session it's likely there will be an earnest discussion about a total restructuring of our long-term care service delivery model.

Tuition Freeze In 2003, the Legislature approved tuition deregulation at state supported universities, which resulted in tuition increases of 53 percent on average over the past five years. The idea of a tuition freeze has garnered broad support as an idea to stop these tuition increases.

TXDOT in Turmoil This session, TXDOT will undergo the "Sunset" process, which every state agency must undergo to assess performance and the continuation of the agency. The Sunset Commission has suggested major changes for TXDOT, including: eliminating the Governor-appointed Transportation Commission; replacing the executive director with an appointed agency head; creating a legislative oversight committee; and revamping the agency's planning process.

Renewable Energy Texas is a world leader in wind energy and our wind generation is increasing every year. This session, the Legislature is likely to build on that growth and also look to increase our use of solar and other renewables.
